I'm hoping to change from Evernote to Joplin. I work for a company whos IT department is very strict on what can be installed on my work computer. Is there a work around where I can at least access my notes via a web browser?

Joplin Portable works on Windows PCs and doesn't have to be installed. It leaves some traces on the harddisk though, as discussed in other threads here.
Sharing notes on the web is a feature peculiar to Joplin Server and Joplin Cloud.
Yes, the portable version is the only option unless you're using cloud services.
You can run it off of USB flash drive.
I just converted to Joplin cloud and I now have the ability to access via my web browser which is nice.
There are plugins that you can use to publish to GitHub. It's not exactly like reading all of your notes but you can publish some notes and then get to them online from anywhere using GitHub I can post the name of the plug-in later if you're interested but it doesn't get you your whole list of notes just the ones you publish.

Since this is an open source project, the code and documentation are stored on Github, naturally, including the following link (which is probably what you were looking for): https://app.joplincloud.com/ However, without the short intro / readme that is available on Github, what the web app actually does could be a bit ambiguous, as your notes are still stored locally (i.e., offline).
