Joplin Web Clipper stuck at "Connecting.."

Joplin Web Clipper just stops at "Connecting to the Joplin application...".

It works fine at my work PC (which has a lot more restrictions) but not at my PC at home.

OS: Windows 10.
Browser: 4.2.2406.52 (Stable channel) (64-bit)
Extension store: Chrome (native support in Vivaldi)
Joplin version: Joplin 2.3.5 (prod, win32)

It's allowed in windows firewall both public and private, and connecting joplin with onedrive through the same browser wasn't an issue.

What can the reasons be for it to not work?

Have you made sure you updated it (clipper) to the latest version?

yes, I've tried removing it and re-add it from the chrome store

Did you activate the WebClipper in the desktop app?

What does netstat -an |grep 41184 tell you?
