Has anyone found a way to import from Obsidian and Joplin and have tags import properly?

you could try the Inline Tag Navigator plugin. it detects plain text tags or frontmatter tags, and optionally converts them to Joplin tags. converting them is optional because the plugin can search inline tags directly.
