What issue do you have?
I experience a strange problem if I have selected rich text editor and create a new note. I can start to type the note name, but after a few characters, the cursor jumps to the main content. I can move the cursor back but within 1sec it jumps back, making it mostly impossible to write a good name for the note.
If I change to markdown editor mode, then I do not have this problem.
Anyone else experiencing this problem? It seems to have started with version 3.1.15 or 3.1.16

I haven't been experiencing this locally (I'm using Joplin 3.1.17 + Fedora Linux). For comparison, I'm attaching a screen recording that shows how I'm testing this issue:
