What issue do you have?
Dropbox and Joplin have generally been OK for me.
But when I click on an old note, often times it takes a looong time to retrieve. It feels like the note is not on local disk storage and needs to be pulled from the Dropbox server.
Normally, I'd use Windows Explorer, find the folder that contains the data, right-click, and choose "Make available offline".
But I can't figure out where under my Windows filesystem the Joplin data is located.
Everything else in my Windows/Dropbox world is under C:\Dropbox

Joplin stores your data locally. It only uses the sync target (in your case Dropbox) as a way of transferring new note or changed data between clients.
The Joplin data is stored in C:\Users\<username>\.config\joplin-desktop. The notes themselves along with tags, notebook titles etc. are stored in a database, database.sqlite and the attachments are stored in the resources folder.
