I use Joplin for Desktop, 1.0.201, on Windows 10 1909.
When I edit tags by entering Ctrl-Alt-T it does open the Tags dialog, but it also inserts a “þ” symbol into the note.

What keyboard layout do you have (qwerty, or something else?). Maybe there’s something associated with Alt+T on your keyboard
I use a US International keyboard, Dutch localization.
It seems that the keystroke gets recognised, but I think in stead of “swallowing” the keypress it passes the keystroke to the OS.
Have you checked if you have a background app responding to that shortcut?
