What issue do you have?
If I use the split view in Joplin, the right viewer window previews the pdf.
However, if I open only the viewer window, the pdf is not previewed, but only a link to the pdf is shown. How to change this behavior?

The viewer you opened is the Rich Text Editor, and it currently does not support inline PDF preview. That’s why you only see a link instead of the pdf when using it.
If you want to view PDFs use Toggle editor layout to open the viewer-only mode (this disables editing but shows the PDF preview)
