With the Android version I am missing a choice to sync with WLAN only.

I don’t think this is Joplin implementation material since Joplin relies on external storage systems such as OneDrive and NextCloud. Unless the API’s of those options have an explicit LAN-Sync-Only API, but I would doubt that.
So I guess if you configure those applications correctly I think you could become LAN sync.
