Sync not synchronizing any longer

Problem:

Synchronization doesn't seem to be happening anymore. There is a discrepancy between the total/synched number and it never seems to catch up regardless of how long I leave it be. There is also a large amount of "To delete" notes which I'm not sure if it is contributing to the problem. This has been happening for a while, since at least Joplin 1.0.216, perhaps even earlier.

No obvious errors in the log files (attached).

Interestingly enough, after the update to 1.2.6 all the pending deleted items have processed and all seems well:
