I got a new phone and although the app appears, there are no notes. I cannot figure out how to synchronize. I get the Welcome info and general info, but no notes

Please elaborate. On what other device were your notes? I assume a Mac desktop. Are you sure that it has actually synced your notes to the dropbox target? Before your new iphone, did you ever sync your Joplin notes successfully between at least two devices?
