That is all pretty normal. Unfortunately there just isn't much to go on with that snippet alone, it just implies you don't have a sync target set up.
Did you run it with flags.txt? Did the dev tools show up?
Can you not just drag the window back to a suitable size?
EDIT:
In the past there have been occasions where Joplin "remembered" the window position as being outside the actual boundaries of the monitor.
Not quite the same here but if there is something odd going on with your window sizing and positioning a thing to try is to quit Joplin, delete
C:\Users\Username\AppData\Roaming\Joplin\window-state-prod.json
and then restart Joplin.
