What issue do you have?
I want to use a version of Joplin on Windows 7 (64-bit). I would like either a desktop app or can use a web interface if available.

The last pre-release for desktop to support Windows 7 was v2.12.5.
The last full release for desktop to support Windows 7 was v2.11.11.
Windows 7 was no longer supported from Joplin v2.12.7 when Electron (the framework used to build Joplin) dropped support for Windows 7/8/8.1 as they were no longer supported by Microsoft and so were "end of life".
There is no "web interface".

I do not know what particular Android version is needed to maintain sync compatibility with these older desktop clients. I do know that Joplin occasionally changed the sync format so all clients had to be upgraded for sync to carry on working, but I do not think that has happened for some time.
I only found out about the last Win7 versions by looking it up in the changelog for you.
When it comes to Android, the last version from the 2.x.x line should work.

The (beta) web app might also work on Windows 7 (https://app.joplincloud.com/). Be aware, however, that it 1) requires a relatively recent version of Chrome/Firefox/Safari (or a similar browser) and 2) should be considered in beta.
