What issue do you have?

The cursor shows when it is in text but if there is a blank line, it disappears, also it does not show when it is at the beginning of a line.
I have toggled themes and disabled all but a couple of plugins (none of which appear to be appearance related).
I do not think I have edited any settings related to this and certainly not recently though I did notice this before installing the 3.1.22 update and it continues to occur after the update.

I am seeing the same behavior on two different Windows systems (one work, one personal). On the work system, the only plugin I have enabled is the (default) Backup plugin; on my personal system, I also have the Freehand Drawing and Note list and sidebar toggle buttons plugins, but having removed and reinstalled them just now, I can say with a great deal of confidence that these plugins have no bearing.

I am not, and never have, run any custom CSS.

This behavior - invisible cursor - is new as of yesterday, when I took the 3.1.22 update.
