Can't export to JEX while unencrypted but deleted items exist

I attach a photo to a note on Machine1. Machine1 can export to JEX. Machine1 syncs with DropBox without issue.
Machine 2 syncs with the same DropBox repository, and gets a message “Some items cannot be decrypted”. I view the log: one file cannot decrypt. I trace it to the newly attached photo. On Machine2, I delete the photo from the note, then synchronize, but still get the “some items cannot be decrypted” message. Because of the encrypted attachment, I cannot export to JEX from Machine2 (“some items are encrypted”). Machine2 can sync with DropBox. Machine1 can sync with DropBox. Machine1 can export to JEX. It’s strange that the machines are nearly identical, so it has something to do with the sync process. I understand that deleted resources remain undeleted until the user-set period expires, but this condition has restricted export on machine2 but not machine1.

My work-around is to export only on Machine1 and I can live with that right now.
