Tool bar and note list disappeared. No acces to configuration. Windows 10. I can't use Windows app

Operating system Windows Joplin version 2.13.2 Desktop version info I can see "About" dialog. I can't access the "Help" or "Joplin" menu. That's the problem. Don't know the Joplin version. I can't see it. I filled in the field with 2.13.2 in order to be able to send this topic. What issue do you have? When I started the application to look for a note, the Note list was not there.
