The uploaded screenshot shows a portion of the Joplin web page What's new in Joplin 3.0 | Joplin
The left column shows a Tools/syc status item, which is useful to me. But my 3.0.15 does not have a Tools folder at all.

The screenshot in the release notes is for Joplin Mobile (and Joplin Web) — on desktop, sync status can be accessed from Help > Synchronisation status:
