Shortcuts use QWERTY keyboard layout instead of my custom layout

I'm writing both in English and in Hebrew. In English I use the Workman layout, and everything is fine. But when I'm on Hebrew, if I try to use a keyboard shortcut I get the shortcut corresponding to the letter on QWERTY ( e.g. I want ctrl+V for paste but get ctrl+B for bold text).
I use a custom Hebrew layout that solves this issue on the system level, but for some reason Joplin overrides it. Does Joplin have some kind of internal keyboard map I can edit?

Specs: Joplin desktop 2.8.8 on Linux Mint
