Is there anyway to rename an attachment within Joplin?
In Evernote, I can right click on a pdf and rename it.

No, there is not as far as I'm aware.
I would find this feature useful if it comes up for reconsideration.

You can use these plugin to rename the first attached resource to a note. The resource will be renamed after the title of the note.
