I have installed Joplin on an encrypted USB drive & also installed the PortableApps.com software. I see that the latest version of Joplin in this software is 3.0.15, but, by the time I write this post, in GitHub I can see it is 3.1.24.
I see that, in order to install a portable app in the software of PortableApps, it needs to be in a specific format to create an installer. I tried to figure out myself how to do this but didn't manage to do it. Also, I noticed that in the releases there's no .paf.exe version in order to update it.
Is there a way that developers update the Joplin app into PortableApps?
If it's too much bother... how to create, step by step, the .paf.exe Joplin Portable Version?
You might have better chances to get support for this specific task at the portableapps forum. Maybe you can reach even the creator of the previous version there.

I use a bunch of PortableApps in the same manner, I have several USB sticks and USB HDD drives I use. Mine happen to also boot with Ventoy, so I can boot to several IOSs of utilities, and Windows / Linux installation media too.
I have a large 3rd partition on my USB drives, from hundreds of gigs to terabytes in size. I encrypt it with VeraCrypt. On that partition I put all my Portable apps, most from Portableapps.com, some by the regular software authors like Joplin.
Up until I used to the the PortableApps version by uroesch , and it stopped being updated about 9 months ago or so. I suppose people just get busy with toher things. So I switched to the regular Joplin supplied portable version . Its not in the PortableApps format and is actually a bit different. It is however updated with every release, including the 3.1.X branch. Updating is super simple, you download the new JoplinPortable.exe and copy over the (not currently running) JoplinPortable.exe you are using and restart it.
It has worked great for me on a number of machines and all my USB drives.
