One folder does not replicate to ios

Desktop 2.9.17 syncing to ios app 12.9.2
More version data below.

There is at least 1 folder, which happens to be named "engraving laser" which does not sync to ios.
At first I thought this was some kind of "too long since sync" glitch, and so deleted the ios app and reloaded it (takes a long time) - but the problem is still there.

This problem affects 1 iphone (my backup phone) but not the other phone (where at least this folder seems fine.)

Folders both older and newer than the problem folder seem to sync OK.

I have no idea how to even begin to debug this, or how to gather enough data to make a sensible bug report.

I guess I'll try copying the folder on the desktop and see if that causes it to sync up - but this is rather troubling behavoir - and hard to detect when there are hundreds of folders.

desktop version:
win10
Joplin 2.9.17 (prod, win32)

Client ID: ef30f90de1df45ee92e636dc6485b4fe
Sync Version: 3
Profile Version: 41
Keychain Supported: Yes

Revision: a84a8e7

ios version:
will it says Joplin 12.9.2 (is that the version number)
database v41

The plot thickens - on the older phone, even when I deleted and reinstalled Joplin, syncing up from scratch - various notes are in the wrong folders.
