What issue do you have?

Is there a way to keep the data on the server and not download it into the mobile or desktop device?
I have massive amounts of files and my phone does not have enough room.

Hello,

the only option is to set Attachment download behavior to Manual (You have to click on every Attachment) or Auto (Joplin downloads every Attachment from the note which you viewing).

As far as I know, attachments that have already been downloaded cannot currently be deleted. Therefore, you would have to start with a completely new synchronization if I am correct.
