What issue do you have?

After updating Joplin to V3.3.13, I found that Chrome shows the Joplin Web Clipper V2.11.2 is no longer supported, and I can't find the corresponding version of the Joplin Web Clipper.

I tried to reinstall the extension, chrome indicated "could not install extension because it uses an unsupported manifest version"

I tried connecting to http://localhost:41184/, result as below:

This seems to work fine. No issues. I assume that joplin was able to move to Manifest 3.

For me it works with actual web clipper version, Chrome browser 138
0.x and Win10 22H2 and Joplin 3.4.1

You use a very old version of the web clipper:2.11.2. The actual version is: 3.1.1.
@SteveShank gives you the link to the actual version. please update or reinstall the plugin.

With version V3.1.1, it works. Thanks a lot!!
