Is it possible to add more functionality to it? like adding a button for underline or for making your "marked text" a mhchem code when clicking on it?

Yes it's possible to add toolbar items with plugins.

In that case you'll have to wait for a programmer to implement it as a plugin.
There is currently an open feature request to re-vamp the template system, I think this kind of feature would fit nicely with that, so this might become possible in the future (without code).
