Is there any way to put the most used note book at top? not sort notes, but notebook.

if it's the most used ones, you use modification date sorting option for notebooks

However if you want to "pin" some notebooks to the top, you can stimulate custom order by using alphabetical sorting and write numbers/letters before the name.

With the help of this script you can visually hide those numbers:
