Have you checked the app’s settings regarding attachment downloads?
This is an Android screenshot but it should look something like this…
(Although the above appears to show that the attachment behaviour option is at the top of the Configuration screen, it is in fact around half way down)

I haven't. I didn't even notice that feature and I've looked through the configuration multiple times (albeit tired and still new to Joplin, but 
)
