Heading bulk manipulation plugin request

It would be great to have a plugin which manipulates many headings in one note, promoting or demoting them.

Promotion example:
## h2 → # h2, # h2 → # h2

Demotion example:
## h2 → ### h2, ###### h2 → ###### h2

so that the header level is always in range 1--6.

Ideally, the plugin should be able to:

  1. promote or demote a heading under the cursor
  2. recursively promote or demote the heading under the cursor, that heading and all its descendants.
  3. promote or demote all the headings in a selected part
