Is it possible to disable synchronisation functionnality at install of Joplin?
Or
Choose the list of Synchronisation sites are available for users ; example only File and nextCloud

May be I misunderstand your question, but here is how I see it:
when you install Joplin (fresh install) the sync target is NOT set. In other words sync is "disabled".

Yes, but we doesn't want users can synchronize Joplin with others sites except NextCloud or files.
