What issue do you have?

Is there a way to bulk create a set of Notebooks? For example, I have a France notebook and would like to automatically create a set of sub notebooks for each region and within each of those a set of notebooks for each Department. There is no need to create content - just the blank Notebooks ready for manually adding more detail.

Never seen that in Joplin and never read about a functionality like that in Joplin or in a plugin, so: AFAIK: No.

This sounds like something that can be done programmatically, either via the Joplin's data API, or with a package such as joppy. You'll have to write a script for this, but GPT can help.
