Action API not setup in 1.6.4 CLI

Joplin Version (CLI): 1.6.4 (prod)
OS: Debian 10 (Buster)
Installation Method: Supported (via npm)

Howdy!

Just for context, I am trying to use/configure joplin-vscode-plugin. I understand that this is not one of your products, but after a quick discussion with the developer, they sent me here. The package apparently depends on a feature implemented after Joplin ver 1.4 referred to as "action API". However, when I run a version of Joplin that exceeds this constraint (ver 1.6.4), I receive the following message in the joplin server logs Error: No action API has been setup!. The same occurs when using curl to do a direct request to the endpoint. Do you mind giving insight into this issue?

Yes this is not supported on the CLI tool, so you'd need to use the desktop app.
