Can't install plugins

Joplin 1.2.6 (prod, win32)
OS: Windows 10

I can't install plugins. There's no button in the Options -> Plugins page. No "show advanced settings" either. It lists a few plugins (that I don't remember installing).

So, I decided to copy the jpl files that I downloaded. I created plugins under ~/.config/joplin-desktop directory. (My notes are in ~Documents/apps/Joplin folder). I copied the jpl files there. But, it wasn't picked up by Joplin. Can someone please guide me?

Joplin 1.2.6 (prod, win32)

Your version is almost 1 year old, and plugin support was added only in v1.3.1 (see https://joplinapp.org/changelog/).
