I don’t know if there’s a shortcut, but I do know that you can press&hold the “alt” key, then click and drag your mouse, to enable multi-line-editing.
With this, expand your cursor to several lines at once, and edit them all at once.

Why do you want to insert a ">" at the beginning of each line ? Just insert one ">" at the beginning of the first line and you are done:
Line text 1
Line text 2
Line text 3
End of mass citing.
Not sure if it fits your use case but you can also add code formatting using three backticks before and after your text.
