Use Plugin commands outside of note on mobile

Is there a way to use the commands mobile plugins add to the three dot menu outside of a note? For example the Home Note Plugin has the commands set as home note and open home note. While the set a home note wouldn't make sense out of a note, it would be useful to quickly open the home note while navigating the app, instead of having to click on a random note to get the three dot menu.

I'm asking because I'm thinking about adapting a plugin for mobile, which would mainly add commands to the toolbar like opening a certain note and it would be helpful for that.

As far as I know there isn't.

But you can use the panels system to create a user interface so people can press buttons to activate the commands instead?

You can also check whether your plugin is running on mobile or desktop if you want to only show some things in some places and not others, etc.
