The Untagged plugin use no longer supported API calls and the developer of the plugin has not adjusted the plugin to the API. Therefore, it no longer works in Joplin 2.2 and newer. I don't know if the plugin is still being developed, as the GitHub Repo no longer exists.

I am not familiar with that plugin, but simply searching -tag: * gives all notes without tags, if that helps.
