What issue do you have?

Do you have any plugin?
Itβs my observation only, but usually the question for plugins focusses on Joplin-plugins, not plugins from other apps.
Hahaha! My bad! I was reporting two different applications' bugs at the same time and got them mixed up. Sorry for the confusion.
For Joplin 3.0.14, no plug-ins. Just a clean, base install.
Any custom css then? This is a very strange bug.

No. No custom CSS. I'm using a plain vanilla installation of Joplin.
Should have mentioned that the menus are not complete and that I need to use Window's Task Manager to kill the Joplin app. There are 4 or 5 Joplin processes running. Hopefully that is normal?
Workaround: After killing the Joplin processes, I can start the Joplin app successfully.
After several experiments, it seems that the stripped-down UI mainly happens when starting Joplin after a reboot.
- The development tools should now be opened. Click the "Console" tab
Where is the "Console" tab? I don't see it after restarting Joplin with the flags.txt file in place.
In flags.txt should be the instruction --open-dev-tools
. This does the same as using Help > Toggle development tools from within Joplin. This opens the development tools pane of which "console" is one of the available tabs.
I think I'm stuck. I used the flags.txt
approach because the UI starts with limited or no menu items. I've included the file in my profiles directory and its content are: --open-dev-tools --debug --log-level debug
but when I start Joplin after a reboot, there is no console window displayed and the Help
menu is empty so I cannot turn on the developer options.

Just a few questions to get an idea of what is going on and to see if it is possible to duplicate what is happening with your copy of Joplin. However a copy of 3.0.14 I installed on a Win11 virtual machine is working fine.

Thanks for clarifying that. No matter what I do I cannot get Joplin 3.0.14 on Win11 to fail like it does with your computer.
As you have tried re-installing with a fresh copy of Joplin the only other test I can think of involves the portable version.
As long as your installed version of Joplin is not running it will create a new, default JoplinProfile folder next to the JoplinPortable.exe executable. (When you have finished the test both of these can be deleted.)
Does this run properly?
I followed your directions to download and run JoplinPortable.exe and get the same empty-frame result as described previously. When I kill the process using Task Manager, I can then start JoplinPortable successfully, similar to the installable 3.0.14 version.
Have you configured your system so that Joplin automatically starts at boot/ login?
Yes, I had.

I was exploring the startup apps registry listings because I was wondering if I installed older versions of Joplin for "All Users" which could have interfered with a newer version installation just for my userID and I came across this section that looks like whatever installer you're using isn't cleaning up entries...?
