It is possible to have an option to display the toolbar using only text and icons like it was in early versions?

The topic you linked has a screenshot of a different toolbar that was removed from Joplin. The toolbar that you're asking about never had text (i think).
That said, i don't think it's possible to move to text+icons. But i believe if you hover your mouse over an icon it will give a description of the button.
