Is it possible to sync from read-only owncloud public shared folder link to the app ?
I don't think it will be possible if it is read only, I know Joplin places lock files in the sync dir but not sure if that is only when it tries to push local changes or not. Either way you will get nasty looking areas pretty quickly when you try to make any notes or changes in your data.
Is this folder actually a Joplin sync target? And in which case I'm not sure I understand why anyone would make it read-only but publicly available as the files in it wouldn't be (easily) human readable.
If it was a one-off then you could take a copy of it and use a local file sync to import the data.
