What issue do you have?

"What's new in Joplin 3.5" indicates "Smoother switching between notes
Switching between notes is now less disruptive. Joplin restores cursor position and scroll location more reliably, making it easier to move back and forth between notes—especially when working with longer documents or comparing content—without losing your place."

Does this function need to be turned on? I am not finding cursor position being restored.

there isn't a setting for it, it should work automatically

for example, go to a long note, scroll some way down and place your cursor. then switch to another note and then back, and you should see that the scroll position is restored

note that this is only for the session, the cursor setting won't persist when closing/relaunching the app

edit: I noticed you're using "resume note" which might override the built in cursor restore functionality

Restoring the cursor position also won't work in the legacy Markdown editor, if it's enabled (see Settings > General > Advanced > Use the legacy Markdown editor).

I tried cursor restore without ‘resume note’ enabled. didn’t seem to work. so I enabled ‘resume note’

legacy markdown editor is not enabled.

I see what the issue is. After changing the delays, for how long to wait before remembering cursor position and to wait before showing cursor position, I have been seeing the cursor restores.

sorry, I didn’t think to look at this earlier.
