Hello,
I noticed that the Windows installer for Joplin only allows installation on the C: drive.
Is there a technical reason for this, or are there plans to allow installation on other drives in the future?

No plan to change this unfortunately as the Windows installer is one of those things we don't touch if it works. I guess it's just using the system installation folder by default.
Maybe a solution would be to create a symlink from c: to whichever folder you want?
