Phone saids"Sync target is locked" when trying to sync

All my devices are synced torugh one drive with an E2E encryption.
my laptop and desktop works fine but when i try to sync my mobile.
its start the process but then gives me the following error:
"Sync target is locked- aborting API call"

any idea how to fix this?
