Upgrade requires Joplin not be running.
Exiting the Joplin desktop app by using the Close button in the right hand side of the title bar is insufficient, it cannot install unless use the File / Quit menu item to exit the application (or reboot).
Why does the Close button ('X') not do the same action as the File Menu / Quit item? What is the purpose of the Close button if not to exit the application?

Another post answered my question. If you have the "Show tray icon" item checked in your application options, the Close button at top right just closes UI but does not remove the application from memory. It's still running in the background, and can be accessed through the system tray.
The solution is to use the File / Quit item before upgrading, or to un-check the 'Show tray icon' item so that when you quit using the upper right X it will in fact quit the application.
