The JW Bible Plugin doesn't support French yet. From what I can tell, it's still hard-coded around English resources and parsing, so adding a new language isn't as simple as switching the translation; it also needs updates to the schema and text mapping. It's possible, but not easy. If the developer adds i18n support or makes the language files available to everyone, French would be the next logical choice. Not "soon" until then, unless someone else adds it.
