Cannot find a way to cancel the login-to-cloud prompt at the top of my Joplin window?

It shows up because you have Joplin Cloud selected as a sync target. If you don't want to use Joplin Cloud, you can go in the settings => Synchronization then select a different sync target or "None" to disable synchronisation.
