What issue do you have?

new setup. on android,
under sync target, selected file system
i'm not able to select a network location, just the android device and sd card
on the desktop version I'm able to select a network location

You need a 3rd party app in order to do that. For example, depending on the type of your network storage, something like https://github.com/wa2c/cifs-documents-provider.
