- CTRL+SHIFT+T, or
- Right click note in the Note list and select "Tags", or
- Press "Click to add tags..." in the tag bar at the bottom of the note.
All three of these bring up the same dialog. Type the name of the new tag in the dialog box and select the option that says "Create <name of the tag you typed>"

Tags are always lower case no matter what you type. It's a feature not a bug. See this post.
However tags can be renamed by right-clicking on a tag in the list of tags and selecting the option "Rename".
