FEATURE: Resize note list section

As a desktop user, I want to be able to resize the note list section so that I can see note names which are many characters.

Acceptance Criteria:

  1. Can resize note list section.
  2. Can resize not list section with the folder sidebar hidden or visible.
  3. Joplin remembers the dimensions of the note list section between restarts.
