Can't Add New Tags to a New Note

I am unable to add new tags that don't exist to a new or existing note.

Press the up arrow key after you have typed out the tag name, it will take you to the element that will suggest creating a new tag.

That worked, but definitely not obvious.

Took me a min to work out what was happening even with the advice. It is a lot more obvious if the search matches fewer potential tags:

I guess the solution should be to have the prompt as the first item in the last (rather than the last). Although I suspect some heavy tag users might complain about the change.
