[Bug] Ctrl+X (Cut) deletes an extra preceding character in Rich Text Editor on Windows

Description: When performing a cut action using Ctrl+X in the editor body, the system frequently incorrectly removes the character immediately preceding the selected text as well.

The issue does not occur in the Markdown Editor mode.

Undo Behavior Observation: After this bug occurs, if I press Ctrl+Z (Undo):

  1. The first press restores only the accidentally deleted preceding character.

  2. The second press is required to restore the actual text that was selected for cutting.

This is fixed by https://github.com/laurent22/joplin/issues/12239 in Joplin 3.5
