Is there any reason we haven't implemented a lock/pin option on the phone app.

There are plenty of topics and discussions already on this if you search for them. It seems the demand isn't high enough for anyone to have submitted a PR for it and many phones already feature app locking features built in.

As I mentioned it already few times on this forum:

  1. it's extremely difficult to write security software without bugs and unwanted backdoors and holes
  2. There apps available in Google/Apple stores written by people focusing on security (even some branded versions of Android have it as native feature)

Let the Joplin coders team focus on Joplin features instead of trying to learn how to write security code...
