This plugin isn’t able to work after updating Joplin to 3.5.11. (clicking on the headers at the sidebar does not do anything)
Any others facing the same issue?

Are you using the rich text editor? the scroll to header appears to work in the markdown editor, but not the rich text editor
The DDDot plugin's outline does seem to work with the rich text editor in v3.5.11: Joplin Plugins - Joplin DDDot

Oh yes, I am using the rich text editor. Thanks for the DDDot plugin recommendation! 
Same here: Outline discontinued its service with the Jopin update to version 3.5.11. I like it and miss it very much

Outline continues to work for me fine here also.
Joplin Version 3.6.2 is a pre-release, available here, but I haven't had any issues with earlier versions of Joplin with the Outline plugin. Maybe you could try disabling other plugins to determine if there is some impact from another plugin?
I've used both DDDot and Outline for a long time, kudos to both @benlau and @cqroot

Maybe you can try to install it.

It's strange that Outline runs smoothly for you but not for me 
@ nonobio: Thanks, maybe I'll give that a try. However, I've never had any problems with other plugins (I only have one more installed).
I can re-create the issue in 3.6.2 as well (only in the rich text editor)
What appears to be happening is that it's scrolling to the cursor position and not the heading that you clicked on, steps to re-create:
- Switch to rich text editor
- Left click somewhere in document to place the cursor
- Scroll up to the top of the document
- Click a heading
- It will then scroll to wherever you placed the cursor in step 2 (not to the heading)

I use the Markdown editor exclusively, that's why I didn't see the problem

Ditto, here I'm also using only the markdown editor, sorry for any confusion. I'll make a mental note to mention that relevant fact in future posts!
