@uxamanda, I had this, a ghost panel. In the joplin-desktop folder, I searched out and deleted cache and temp files for the outline plugin, that sorted it.
Linux paths, or the eqivalent for Windows:
~/.config/joplin-desktop/cache
~/.config/joplin-desktop/tmp
